It’s important to note that the letter is merely a suggestion and not an official declaration. This follows rumors that the president might unilaterally announce an election date.

The president Arif Alvi cited Article 48(5) of the Constitution in the letter, which gives him the authority to set a date for general elections within 90 days of dissolving the National Assembly. This article states that the general election for the National Assembly must take place no later than the 89th day following the date of dissolution, which would be Monday, November 6, 2023.
In order to discuss constitutional obligations, the president also invited the chief election commissioner to a meeting. As required by the Constitution and the Elections Act of 2017, which falls under the jurisdiction of the election commission, constituency delimitation was, however, in progress, according to the CEC.
